Following deregulation in late 2010, businesses in England do not have to register with the CQC if the laser operator is not a healthcare professional (e.g. doctor/nurse) or it is decided that the purpose of the laser/IPL is not to treat "disease, disorder or injury". This applies to many health and beauty salons/clinics and tattoo removal studios
However, regulation has been taken over by the Local Authorities. Typically, they will require compliance with national health and safety legislation (specifically The Control of Artificial Optical Radiation at Work Regulations 2010), which require risk assessment and safety training.
Many councils (including all the London boroughs) also require a 'special treatments licence'. The conditions of the licence varies but they often require the services of a certificated laser protection adviser.
