The Legal Requirements (UK)
Since November 2010, businesses in England using non-medical lasers are no longer required to register with the Care Quality Commission (CQC). This has lead to a myth that lasers and IPLs are "completely deregulated". This is actually not the case. All establishments offering treatments using lasers or IPLs must comply with national health and safety legislation. In England and Scotland, the regulating body is typically the 'Environmental Health' Department at the local council. The application of regulation in England by the local councils is still very inconsistent.
There are also some additional requirements depending upon where in the UK you are based;
In Wales and Northern Ireland, providers must register with the Healthcare Inspectorate Wales (HIW) or the Regulation & Quality Improvement Authority (RQIA) respectively.
Some local councils in England require a special treatments licence for premises using IPL and laser equipment.
